- Potentially: State does not have a law prohibiting the retail sales of syringes and needles without a prescription nor a law prohibiting sales specifically to PWID.
- No: State has a law prohibiting the retail sale of syringes and needles without a prescription or they have a law prohibiting sales specifically to PWID.
